Character is like a house - without a strong foundation of resentment and suffering, it cannot blossom into a useful tool with which we can use to serve the state. What purpose do we have, after all, but to become servants of the Ministry? That's the entire purpose of the body, so that we might give it the best of our character, so it only makes sense that the Ministry would try to build our characters by making us suffer.
